Advisory Panel to the Security Council

The Advisory Panel is a special committee that counsels the Security Council on specific issues. Participants are called “experts” rather than delegates. Experts will be divided into two categories: Domestic Affairs and Foreign Relations. Although the committee will primarily use standard JHUMUNC parliamentary procedure, resolutions will be developed by debating clauses on a case by case basis. The Advisory Panel does not have the power to pass their resolution themselves once it has been completed: all resolutions proposed by this committee need the ultimate approval of the Security Council before they can go in to effect. Once the Advisory Panel has drafted a resolution, it will meet with the Security Council and present their recommendations, and the Security Panel will take their advice in to consideration. The Advisory Panel is an excellent way for delegates to become true "experts" on the subject at hand, and to assist the Security Council in coming to the best solutions possible to the many problems they face.
